The state of Oregon and local government officials and law enforcement use Metrc to comply with recreational and medical marijuana laws and rules. According to guidelines, it must be actually effective, rather than being just a paper system.
Metrc compliance track-and-trace system was developed as an affirmative defense for the state of Oregon as a guiding principle to monitor cannabis industry statewide.
Once your annual business license has been approved, you have received your training and login credentials, you can start tracking your sales of cannabis via Metrc.
- You record sales by package;
- Your total sales for a certain package will be input into Metrc;
- It is all tracked by day.
Integration:
With your existing IndicaOnline software, Metrc has created an API (Application Programming Interface) key that would allow your Indica account to be integrated with your Metrc account:
- You are responsible for the information you put into the system;
- Your Indica account accurately reports data from your inventory to your Metrc account, but not vice versa.
Attention: Any inventory changes in your Metrc account must not happen under any circumstances. Indica will not reflect any inventory adjustments happened in Metrc, thus will not bear responsibility for any discrepancies issues encountered.
In order to achieve the desired goal to remain compliant, you must provide proper reporting into Metrc. It will ensure accurate inventory management, so you can avoid any discrepancies issues. Luckily, IndicaOnline is the only system that allows instant reporting of any inventory changes.
All individuals who will be involved in handling recreational marijuana items must have a marijuana worker permit valid for five years from the date of issue from Oregon Liquor Control Commission before you start an employment process in the marijuana industry, you must have the following licensees:
- Producers
- Processors
- Wholesalers
- Retailers
Note: Lab employees and research certificate employees do not need worker permits.
Retail sale restrictions for recreational customers:
- Retailers are responsible for verifying the age of every customer, for every purchase;
- Retail sales may only occur between the hours of 7:00 am and 10:00 pm;
- Retail stores cannot provide free samples to customers, give away marijuana items, or provide discounts if the sale is made in conjunction with the retail sale of other items;
- Any licensed facility will be able to sell a limited amount of marijuana goods at any one time or within one day to a recreational customer:
- 1 oz, or 28.35 grams of usable marijuana;
- 5 grams of cannabinoid extracts or concentrates;
- 16 oz of cannabinoid product in solid form;
- 72 fluid oz of cannabinoid product in liquid form;
- 10 marijuana seeds;
- 4 immature marijuana plants
- Adults ages 21 and older, patients, and caregivers can purchase marijuana products from a licensed retail store;
- Retailers may receive marijuana products from licensed producers, processors, and wholesalers;
- Delivery services are permitted
Due to suspicious purchase activity detected in the state’s Cannabis Tracking System, the Oregon Medical Marijuana Program (OMMP) cardholders will be subject to the daily purchase limits of usable marijuana (flower). The temporary rule takes effect on Friday, August 24, 2018, and expires in six months, February 2019. Holding could be modified or revoked after the investigations are completed.
Retail sale restrictions for medical customers:
- Adults ages 21 and older, patients, and caregivers can purchase marijuana products from a licensed retail store;
- Only patients or caregivers can purchase from MMj dispensaries;
- Medical marijuana patients can purchase 1 oz, or 28.35 grams, of usable marijuana (flower) until the ruling expires in six months;
- Delivery services are permitted.
Note: Delivery vehicles can have no more than $3,000 of product at one time, and deliveries can only take place in the jurisdiction of the licensed retail facility within the city limits.
Packaging rules:
- a package holding a topical, edible, concentrate, extract, or usable marijuana may be certified as child-resistant (CR) to reduce the risk of children ingesting hazardous materials, but if it is not, that package must be placed into a CR exit package before it leaves the store;
- packaging cannot be attractive to or within reach of minors;
- packages must be labeled in accordance with Oregon Health Authority rules;
- any untruthful or misleading statements must be avoided.
17% excise tax will be imposed on the sale of all cannabis and cannabis-infused products. In addition, local governments have the power to impose any additional taxes of up to 3%.
Oregon medical or recreational marijuana users can grow cannabis for personal use. This action is permitted at home or on private property only.
For your convenience, assigning a vendor to the licensed retail facility, while creating a new product in Indica can be done only once.
